Preparing for Terror Attacks:  The Case for the Case Method, which was published in 2013 in the Norwegian journal Pacem, tells two tales.  The first is a discussion of the way that police departments might use reference case studies to prepare for terrorist attacks.  The second is a comparison between  reference case studies and conventional military-style doctrine.
